 Description   

For the last run, design files were created with fiberStatus ==BROKEN for both broken fibers and broken cobras.
Broken cobra cannot move but we can still get a spectra out of it.
We can simply add another bit to fiberStatus, describing those separately.

Can we use targetType=UNASSIGNED for the broken cobras?

those are set with UNASSIGNED targetType.
