[RM-8523] [line ratio catalogs] check that amplitudes of fixed doublet are coherent with main linecatalog

Add a c++ method in CLineRatioCatalog to check that the amplitudes of grouped lines (fixed doublet) are compatible with the ones of the main catalog (compatibility to be checked at 0.1 %).

Bind this method in swig, to be called from CalibrationLibrary.load_line_ratio_catalog_list
