[RM-6513] Include header files using quotes ("") instead of <> for the library .h files

The main benefit of using quotes is optimizing the search of these files.

• By default, the preprocessing looks for the header file included using #inlcude "file" first relative to the directory of the current file (ie., user-defined directory) and then looks into the "native" directories .
• Otherwise, it looks first into the "native" directories
