[RM-4798] v1.11 does not compile on Archlinux

It looks like glibc rpc headers are not available on Arch, see https://bugs.archlinux.org/task/58414 (_That's because we don't build with -enable-legacy

anymore, see rpcsvc-proto and libnsl _)
