Make doExtractSpectra=False work in reduceExposure

doExtractSpectra=False is broken in the sense that it requires doWriteArm to be false if it's set.

At the same time, skip reading unnecessary calibrations when doExtractSpectra is False, which makes reduceExposure run c. four times faster on a single visit (cf. PIPE2D-759)
