Remove default list of lines from readArcLineFile

The default list of lines isn't necessary as passing an empty list can return all lines in the file, and it doesn't work when reading a set of sky lines.

At the same time, as the files are automatically read from the "proper place" when passed a non-absolute path, remove the duplication of this location from config files.
