Measure and apply small trace offsets to fiberTrace and detectorMap

We often run into the situation where there is a small trace offset between the data and the calibs (fiberTrace and detectorMap). With the FiberProfile and GlobalDetectorMap objects, we now have the ability to apply small offsets to all fibers. We need to measure and apply these offsets.
