Resurrect eups distribution for MHS.

      Description

      We long ago set up a eups distribution server for MHS but never really propagated it. Given that we are starting to use that for DRP we should resurrect it for MHS. INSTRM-300, FWIW.

      The only technical question was about generating the "+N" tags for dependent products – the LSST mechanism was much much too heavyweight when I looked at it a coupe of years ago. I'm sure we can do something simple.

      Were using a JHU server, which I think I'd stick with for now.
