Add drp_pfs_data to (docker) builds or remove dependency in drp_stella

With test_NevenPsf.py, drp_stella has grown a dependency on drp_pfs_data. That is not enormous (~360MB), but might become so.

In any case, either the tests should survive the lack of the data product or the data product should be added to the builds. pfs_pipe2d/bin/build_pfs.sh is where I added it.
