Allow obs_pfs pfsMapper.py to load without drp_stella

In order to load pfsArm (and presumably other) files, pfsMapper.py imports pfs.drp.stella.datamodelIO. Perhaps this is all temporary, but I'd like to simply move the import into functions/methods which need it.
