      Description

      Some of the pipeline code is currently in obs_pfs and some in drp_stella. Please move all of it to drp_stella, leaving only the code that is specific to the PFS data formats in obs_pfs.

      An example is that constructFiberTraceTask.py is currently in obs_pfs
