Release data from run20 and 21

The SSP team has to decide on their observing plan for S25B very soon, but it is very hard to do so without looking at real data. I propose to make the run20 and 21 data available to the science teams. To be specific,

• run20: COSMOS, XMM-LSS, and GA visits (but b,r-arms only)
• run21: all SSP visits (all arms)

The release is only a preview release given the outstanding issues in the pipeline (e.g., sky subtraction due to throughput variation) and thus the release comes with a big caveat. Ideally, we want to release all the pipeline products, but we could release only a subset (e.g., pfsMerged, pfsCalibrated, and pfsCoadd) if that is preferred by the pipeline team.

As we already have the run 20 data, there is no blocker for it. For run 21, the blocker is PIPE2D-1679. If the work does not finish in time for the processing, we may release only the run20 data.

The schedule is quite tight; we want to make the release within a week time (later this week if possible). So, we will have to decide whether we release run21 or not on ~Thursday JST.
