Clean up drp_qa repo in preparation for conversion

      Description

      Most of the gen3 conversion happens with the specifics related to the pipeline tasks. We can simplify the transition by separating the parts of the code that will change vs not. This will also help to organize the repo more coherently.

      Edit: the branch for this was started as part of 1501, so was incorrectly named. The PR (now merged) is here https://github.com/Subaru-PFS/drp_qa/pull/30.
