Tag versions of 2-D pipeline and modify getting_started.rst to install them

The current getting started document assumes that you are using git versions of the PFS code. As soon as we are ready this should be modified to use tagged versions and install them (which means that the recommendation to write a dangerous shell script at the end should be removed)

N.b. We aren't ready to tag versions yet, so this ticket is not yet actionable.
