Add line list to datamodel and mapper

Please define a format for the line list used for the wavelength calibration and add it to the datamodel. We also need to add this file to the mapper so the butler can find it when needed. Currently the only tasks which needs this file are reduceArcTask.py, but we should probably add it to the findAndTraceAperturesTask.py as well in order to assign the FiberId correctly.
