Merge ets_pointing with pfs_obsproc_planning_tools

ets_pointing and pfs_obsproc_planning_tools are almost always used together, so it's worth merging them. At first, ets_pointing will be merged into pfs_obsproc_planning as another module. If more reasonable refactoring can be possible, we should explore it.
