Provide a tool to get the observing condition from the AGs during exposures

      Description

      Information such as seeing, background level, flux of guide stars during exposure would be useful for the observing operation. Please make a tool to get those information from the AG data (mostly stored in opDB) and store them into the opDB. The information will be passed to obslog for the display.
