Add simple keywords args to ICS butler get() and put()

      Description

      The ICS butler has get('type', idDict) name resolution. Add sugar (from: get('sps', idDict=dict(visit=999)) to: get('sps', visit=99). Besides being nice it makes it match DRP usage better.
