Add coordinate transformation function at ASRD to CoordTransp.py

To distortion map is different from that at Subaru. To transform coordinates in the same way as at the summit, `CoorTrans.py` needs to have a function or option to treat distortion at ASRD.

Note that the test at ASRD found that fiducial fibers position and distortion change with respect to temperature and elevation.
