stsBuffer get never cleared and grow up in an uncontrolled manner.

in the alertsActor, stsBuffer is checking new values against previous one, it forwards to STS if :

• state of the alert has changed
• previous value is old enough (5 minutes )

stsBuffer was never cleared, means that each time a new value came in, every previous value was checked again causing many possible issues.
