Set up roughing actor at Subaru

      Description

      LAM does not run the same roughing pump that JHU and Subaru do, so they do not run the ics_roughActor.

      We need to run an instance at Subaru, presumably on the host running in the 5th rack. We will need the address of the MOXA (or other RS-485/RS-232) registered.
