Arrange for xcu and smb logs to be "cached" locally

Both the xcuActor and the SMB program can usefully run without a working network. During that time their logs need to be written to local storage.

The way to do that is to either arrange for a second python logging handler which writes to a day's circular buffer, or (better) to switch to rsyslog and have that do the split.
