Add visit= argument to spsActor expose command(s)

      Description

      We now have an ics_iicActor, which will be the single source of visit IDs and which will distribute them to the FPS, AGC, and SPS subsystems. (It already does distribute them to the FPS).

      The spsActor exposure commands need to accept a visit=NNN argument.
