PostgreSQL at Subaru was somehow installed from _conda_! That should be a system install.

      Description

      postgresql was installed with 'conda install postgresql' instead of 'apt install postgresql'. Given that we want to be flexible about the conda environment that seems like a bad mistake.

      Change after 2019-08 MCS run.
