add start/shutdown command for all ENU devices

I already implemented a start/shutdown command for the slit controller, routine handle both hardware and software issues. 

I think that adding these functionnalities for other devices would be consistent.

In that case, having a enu startup/shutdown command would be easy to implement and cover perfectly INSTRM-216
