[INSTRM-661] make stageManager work with any ics software, (archiver, tron, GUI ...) - PFS-JIRA

Currently we are not using stageManager to start our GUI, or the archiver.

if we want to use pfs_launch script in the future, this need to be fixed first.

Basic argument has to work (start, stop, status, dead ...)
