make stageManager work with any ics software, (archiver, tron, GUI ...)

      Description

      Currently we are not using stageManager to start our GUI, or the archiver.

      if we want to use pfs_launch script in the future, this need to be fixed first.

      Basic argument has to work (start, stop, status, dead ...)

            For the GUI, this is fine as it is already an actor.
