[xcuActor] ionpumps for all dewars should be numbered 1&2

      Description

      The ionpumpN keywords are currently numbered by ion pump ID, where each spectrograph has 6 pumps. This is silly/confusing, as each dewar's keywords are independent. So renumber them 1&2 for all dewars.
