Add site (and possibly instrument) air pressure monitor

When the gatevalve is open, we need to pay attention to the site/instrument air pressures: the valve does not close when pressure is lost. The site value will probably come from STS; if we have an instrument gauge or switch we need to find a place to generate a keyword.
