Create a command-line command to switch Gen2 servers

Every morning and evening during observing, we will probably need to change the Gen2 server we connect to, between the observing system and one of the "simulators". There is INSTRM-462 to do this internally, but that is tricky and and we also need a normal command line tool.

gen2switch hostname will kill any running g2cam processes and start a new one.
