mcs host needs modified pfs user and group IDs

INSTRM-349 changed the user and group ids of the PFS to 2085:2085 – required by Subaru LDAP constraints.

In order to write logs and data files, the pfs user on the mcs host needs that change. Also all files currently owned by the old PFS user id need to be chown'ed.
