alertsActor needs to track hub.actors keyword

The alertsActor needs to follow the content of the hub's actors keyword, which lists the connected actors and which is generated whenever the list changes. It needs to (re-)register when an actor connects, and also pay attention when one disconnects (sometimes raising an alarm)
