Adapt to improved OBCP frame allocation logic

We want to keep all four frame type counters (PFS[ABCD]) in sync. And we allocate 100 OBCP frames for each PFS visit.

ics_gen2Actor currenlty handles both issues, but the next version of the OBCP will take over. The switchover will happen at the next MCS engineering run; we will disable our logic then.
