Review transition delays in wipe and readout

We are being conservative about waiting for mode transitions (idle->erase->wipe->integrating->read->idle). This probably loses us close to 10s per exposure. We need to review them. Some we do not really need to wait for, others can be trimmed from ~1s to ~0.25s. "We" means me and JEG.
