      Description

      Two packages use external submodules: `ics_alertsActor` picks up NAOJ's `STSpy`, and `ics_gen2Actor` picks up NAOJ's `g2cam`. There may be better ways of handling the issue, but adding `--recursive` to `git clone` would be smart in any case.
