Handle short and long actor disconnections sensibly.

Some actors will only be online or even powered up when the instrument it mounted: mcs, say. Others will have disconnected hardware (meb, say).

We should devise a system for dealing with that nicely. Depending on humans to disable alerts, etc. is not good enough.
