Transfer intermediate HDUs for MCS and H4 ramps to OCS

The ics_gen2Actor archives final MCS files and H4 ramps ("PFSB" and "PFSC" files). We also want to trigger immediate display of the intermediate reads, which is done with a view_hdu call. Add a callback on the reported progress from the ics and hx actors.
