Add DB connection parameters to pfs_instdata

INSTRM-2638 adds common DB accessors to ics_utils with default connection parameters set to the Hilo base. The summit connection parameters should be added to actors.yaml so they can be used for production runs.

This will be for the OpDB, QaDB, and GaiaDB.

mcs.yaml currently already has the connection parameters so they should be removed from that specific file. The code within ics_mcsActor shouldn't need to change as the config is combined with actors.yaml but this should be specifically tested. Edit: the key name will be slightly different so the actor code will need to change slightly. This will be done in a separate ticket.
