Refactor some of the agActor internals

Originally part of INSTRM-2469, this work is being moved to a separate ticket because it will include (slight) functionality changes as well as larger refactoring that that should be treated separately from that ticket in case it needs to be rolled back.

Fundamentally this is still mostly a cleanup ticket, striving to bring some clarity and documentation to the repo.
