Consolidate saturation and flat-top stars

With the new saturation code we are hoping to remove the code that checks for "flat-top" sources. This ticket should remove from the relevant code and flags, etc if we determine we want to remove it.

There was an original change in INSTRM-2557 code that I am moving to this branch initially. If we want to keep flat-top things we will want this code, otherwise not.
