Make bitmask flags available to both ics and drp

For autoguiding we have two sets of flags, those that describe the properties of the guide stars (AutoGuideStarMask currently in pfs_datamodel) and a flag for the detection properties. These flags should be added to pfs_utils so they are commonly available and then corresponding duplicated code should be removed.
