Update agActor with kawanomoto_20250323_1

Integrate latest updates from Kawanamoto-san and restart actors. As per Craig the process is:

• make a ticket branch for the change, merge it.
• `tag -a` and `push —tags` with normal number. Next would be 1.1.1
• As yourself, `pfsinstall ics_agActor:1.1.1`
• `setup ics_agActor` and `stageManager ag restart` as pfs@ag-ics.
