Parameterize common-package role

Make common-package role (list of target packages to be installed) to be parameter in site config.
Also to be capable of multiple lists of target packages, such as site-wide common list and target (gateway or normal use hosts) specific list, it could be better to make site configuration file to have list of target lists.
