Add pfsConfig construction function for SUNSS

When the sunssActor starts rotator-tracked exposures, we know the boresight and so can create a pfsConfig from the single fixed fiber layout. Add a function to return the on-sky fiber positions.

[ Note that creating and using a pfsConfig file is easier than adding a WCS, mostly because using pfsConfigs is already part of our workflow. ]
