Adapt the hxhal library file writer to new file server.

The hxhal library has a standalone file writer, which is only used when investigating very low level problems, outside the MHS/ICS world. That writes to /data/ramps, which never got used at Subaru and is not necessary. Update the path, and allow failing to initialize the file manager on startup..
