Change NFS hostname for /data/raw

rfda3-infra will be reconfigured as a file server for war data around the shutdown time due to power outage on 30 Sep.

The clients in both summit and Hilo needs to update the hostname accordingly.

summit:
shell-ics, shell2-ics, actors-ics, sps-ics, mhs-ics, us-mcs, mcs, agcc, fms, bee-[brn][1234]
(sunss, pfi-lamps, ag-ics don't mount NFS)

Those all use hostname "nfs-ics". 

Hilo:
pfsa-usr01, pfsa-usr02, pfsa-usr03, pfsa-mst01

Those don't use hostname but IP address.
