Change default frame to in Subaru_POPT2.PFS.py

Collected the target coordinate is on ICRS, but it was found that Subaru_POPT2_PFS.py sets it on FK5. The difference is small in most of sky area, but it is ~0".1 at high declination region (dec >  ~60 d). Use ICRS to set coordinates.
