Consider a way to configure xCUs in production test/offline mode

Now we take the third character of PF"S"A from dns via txt.
This makes the production environment to have only one configuration for all operation, if we don't switch dnsmasq side.
On the other hand, we need to have test/offline mode when we will run engineering tasks at production, with something other than PF"S"A filename header.
