ics_launch is missing a few actors

      Description

      When Yoshida, Hiroshige  restarted the system after power outage on 3/21, it was found that ics_launch missing a few actors (e.g., dcb2, pfilamp, and sunss).

      It was also fount that "/software/ics_launch/hosts/actors-ics/pfs" has inconsistency 

      setupForHost -v ics_spsActor
 stageManager fps start

      These need to be sorted out.
