Gen2 is receiving some PFSC files with bad data secition

      Description

      eric reported that Gen2 is getting some PFSC images whose data section doesn't match up with the size listed in the header. For expample, these files failed to open:

       'PFSC10504800.fits',
       'PFSC10504301.fits',
       'PFSC10505801.fits',
       'PFSC10505300.fits',
       'PFSC10500500.fits',
       'PFSC10504500.fits',
       'PFSC10505501.fits',
       'PFSC10507010.fits',
       'PFSC10506900.fits',
       'PFSC10507008.fits'
