R2 and B2 CCD heaters not showing as active in the GUI

      This is reported to Bugzilla (https://pfs.ipmu.jp/internal/bts/show_bug.cgi?id=922)

      Both R2 and B2 CCD heaters seem to work correctly and can be controlled, but they still appear as inactive in the SpS GUI.
